Shape the programme
Together, we agree the programme’s scope: what it includes and what it does not. Before work begins, we set a clear way to resolve disagreements between teams.
COURSE 02 - STRATEGIC FOUNDATION
Programme Design and Governance
A one-day course that helps your team turn the direction it has chosen into a clear delivery plan. We use the work already under way and the deadlines you face. A programme turns decisions and direction into a working bus service: it shows who owns each task, who makes each decision, the order of the work, and the people and funding it needs. During the day, you will build the plan around your Authority’s work, test dependencies, risks and decisions, and check whether your Authority and the Operators are ready for the first day of service. You will leave with a plan tailored to your Authority and clear next steps towards that day.

Together, we agree the programme’s scope: what it includes and what it does not. Before work begins, we set a clear way to resolve disagreements between teams.
We split the work into clear streams and name an owner for each one. We agree who makes each decision and where it goes if people cannot agree, so decisions do not stall.
We build an action list and map the dependencies between tasks. This identifies the critical path: the sequence of tasks that determines the earliest realistic finish date. We then check whether your Authority and the bus Operators are ready for the first day of service.
We check that the people and funding the work needs are available. We agree how you will track progress and set out the next steps to take back to your sponsor.

Who should attend
The day works best when the group brings together the relevant perspectives: finance, legal, operations, customers and governance.
BUILD THE COURSES AROUND YOUR PLAN
Course 3 completes the Strategic Foundation group. Course 1 helps your Authority set its direction, and Course 2 helps you plan the delivery programme. Course 3 then defines how your Authority will run its services and who will deliver them. You can use it before you choose a delivery route. It is relevant to a newly formed Combined Authority, and to an Authority preparing to franchise, work through an Enhanced Partnership or take a BSIP-led approach. The later courses on network, ticketing, customers, systems and contracts build on the model you establish here.
Courses 1, 3, 6 and 9 can support your Authority whichever delivery route you choose. If you have not decided on a route yet, contact us and we can discuss how these courses fit your plans.
