Strategy, Shaping Public Transport
This course helps your Authority set a passenger-centred ambition, make strategic choices and decide how much risk it is prepared to take.
THE TEN-COURSE TRAINING PROGRAMME
Begin with the decision your Authority needs to make. You can commission the courses that will help now, then add others as the work takes shape. Each course adds its own output to your Authority Transport workbook. If you have not chosen a delivery route yet, Courses 1, 3, 6 and 9 are a useful place to start.
This course helps your Authority set a passenger-centred ambition, make strategic choices and decide how much risk it is prepared to take.
Set up the governance, resources and assurance arrangements your delivery programme needs.
Define the services, governance, resources and decision rights your Authority needs to run its chosen transport model.
Turn your Authority’s policy and passenger outcomes into a network that is coherent, accessible and deliverable.
Work through ticketing terms, fare types, revenue reporting, travel across district and regional boundaries, and the assurance decisions your Authority needs to make.
Clarify who owns the customer relationship, how complaints are resolved and how customer insight can inform improvement.
Learn how to specify ITS and connect it with bus data, the control room and your Authority’s business systems.
Use your Authority’s decisions to set contract boundaries, plan the procurement sequence and define commercial requirements.
AI tools can analyse information and generate text. This course helps your teams use them through a governed, repeatable approach to analysis, drafting and assurance.
This course sets out how your Authority will govern, assure, improve and learn from the live contract.
BUILD THE COURSES AROUND YOUR PLAN
Course 3 completes the Strategic Foundation group. Course 1 helps your Authority set its direction, and Course 2 helps you plan the delivery programme. Course 3 then defines how your Authority will run its services and who will deliver them. You can use it before you choose a delivery route. It is relevant to a newly formed Combined Authority, and to an Authority preparing to franchise, work through an Enhanced Partnership or take a BSIP-led approach. The later courses on network, ticketing, customers, systems and contracts build on the model you establish here.
Courses 1, 3, 6 and 9 can support your Authority whichever delivery route you choose. If you have not decided on a route yet, contact us and we can discuss how these courses fit your plans.
